It is always a value between zero and one, with the higher number indicating a better power factor. Circuits containing motor loads, ballasts and personal computers usually have a power factor below one.

When a customer has poor power factor, it increases the utility's generation and distribution costs. Low power factor can also put an extra burden on the customer's internal electric distribution system which can lead to equipment failure.
